SEES was launched as a pilot project in December 2011. The first phase of the project focused on data standardization and has replaced manual processes and the exchange of paper documents between banks and bailiffs, thereby simplifying communication processes and enhancing data exchange between executors/bailiffs and banks. The second phase, which is currently in progress, will automate  the execution enforcement orders and accelerate the whole communication process.

“Thanks to close collaboration with all the partners involved in the project, we have succeeded in creating a truly unique solution. The banking sector can benefit from significantly streamlined and accelerated processes, and much lower operational costs. We are committed to further developing SEES to include a wider number of users both from the banking sector and from the public administration," commented Jan Budinský, Managing Director of CRIF - Slovak Credit Bureau.

The secure electronic communication system is based on the exchange of XML messages through a pre-defined and agreed structure. Bailiffs send their requests to banks to verify the existence and balance of bank accounts of the person the foreclosure relates to. The system acknowledges receipt of the requests in real time and makes them available to the banks. Banks can read the requests and, through its specialized application interfaces, evaluate and forward their responses. The bailiff can then verify information on a natural or legal person and send further communication only to those banks where person in question holds an account. 

“The system is easy-to-use for public institutions which are entitled by law to verify bank client information. This is why we strongly believe that in the near future we can support even more public administration institutions by creating similar solutions to fulfill their specific needs for more effective, faster and safer communication," concluded Jan Budinský.
